Job responsibilities

• To lead and manage the fixed asset management team to ensure the investment is returned and the assets are properly recorded and safeguarded.
• To lead and manage cost management to ensure the spending is effective and efficient.
• To establish and analyze strategic opportunities and prepare strategic reviews to ensure management is well-informed when making decisions for future stability, growth, and profitability.

Overseas fixed asset / Capex management function:

• Establishment of control and review of fixed asset functions on a regular basis, such as fixed asset invoice booking, fixed asset register, fixed asset coding, capitalization process, and location.
• Controlling end-to-end capex management, including budget planning and budget control, business case assessment, procuring, GR, capitalization, and retirement
• Continue improvement through analysis, benchmarking, and understanding end-to-end process flow to create or automate processes and make recommendations to management for improvement or to implement changes.
• ensuring the assets are properly safeguarded and the records are in compliance with accounting standards and rules, as well as country legislation.
• Ensuring long outstanding balance for Capex inventory and Capex advance payment to ensure the amount is properly recorded in the respective accounts as per the nature and period of transactions.
• Collaborating with the network team, IT team, procurement team, and other relevant teams to produce the document for quarterly Capex spending approval.
• Quarterly presentation of end-to-end Capex investment to management

Cost management function:

• To ensure efficiency, effective operations, and KPI fulfillment, lead a cost-savings champion team to initiate a saving budget plan, implement the plan, and identify future saving initiatives and opportunities for optimization or cost cutting.
• Monitoring and analyzing the profitability of base stations and recommending to management the benefits and costs of future improvements
• Ensure the monthly cost savings report is properly submitted on time with supporting documents.
• Monthly cost-cutting SteerCo presentation, including progress updates, new initiative areas, and opportunities to implement change.
• Take the lead role in coordination with relevant departments to produce strategic investments as per business needs with a business case in accordance with the process and policy set by the company.
• Analyzing strategic opportunities and preparing strategic reviews and business analyses as required
• Producing and supporting an audited, semi-yearly cost base for submissions to regulators
• Take the lead on merger and acquisition projects from Finance.
• Keeping current on company business or products, as well as industry news, trends, and opportunities
• Performing other related duties as assigned.

Job requirements

• Bachelor’s degree or Master’s degree in accounting, finance, or a related field is required.
• An ACCA graduate is highly preferable.
• At least 5 years of experience in financial and accounting management or a related field.
• Candidates with prior experience with SAP accounting software are preferred.
• Proficient in computer skills (Ms. Office)
• Proficient in Khmer & English (Reading/Writing/Speaking).
• Must have strong analytical skills with good interpersonal skills.
• Be honest, and committed; be dynamic and pleasant personality.
• Be flexible,  has high initiative, and be able to act with a sense of urgency.
