Job Responsibilities

The Talent Acquisition Specialist is responsible for managing recruitment needs across various business divisions by actively sourcing, assessing, and hiring candidates who possess the right skills, competencies, and alignment with Smart’s Core Values. This role also plays a key part in executing recruitment and employer branding strategies to build strong brand awareness and sustain a robust talent pipeline.

Key Responsibilities:

  • Manage the full recruitment life cycle, including sourcing, screening, interviewing, hiring, and onboarding
  • Ensure a positive candidate and employee experience throughout the recruitment process to support and strengthen Smart’s employer brand
  • Attract and assess candidates through both online and offline channels, using appropriate assessment tools and structured interview techniques to identify the best-fit talent
  • Build strong working relationships with the HR team, hiring managers, talent pipeline candidates, and internal employees to support career development and internal mobility
  • Implement employer branding initiatives to enhance sourcing strategies, improve recruitment processes, and onboard new talent effectively
  • Stay informed on industry trends, competitor practices, and recruitment standards to ensure best-in-class hiring strategies
  • Collaborate with hiring managers to understand workforce planning needs, identify gaps, and align recruitment activities with business goals
  • Facilitate hiring operations, including administrative tasks and accurate data entry of new hire information into the HRIS
Job Requirements
  • Bachelor’s degree in Business Administration, Psychology, Human Resources, or a related field (e.g., Social Sciences, Computer Science, Engineering)
  • Minimum 2 years of hands-on experience in end-to-end recruitment or talent acquisition
  • Solid understanding of the full recruitment life cycle and foundational HR principles
  • Prior experience in recruiting for technical roles (e.g., IT, engineering) is preferred
  • Strong stakeholder management skills with the ability to build and maintain effective working relationships across teams
  • Passionate about recruitment and employer branding, with a proactive mindset to attract and engage top talent
  • Proficient in Microsoft Office applications, especially Word, Excel, and PowerPoint
  • Fluent in Khmer with strong English communication skills, both written and verbal
