Overview

The Learning and Development Manager supports the Talent and Organizational Development team by executing learning and development initiatives and roadmaps through learning needs analysis, learning design, content delivery, and evaluation of learning initiatives.

Additionally, their responsibilities include executing and delivering interactive learning and development programs and reporting on key initiatives.

This role also involves fostering a positive work environment and enhancing employee experiences, enabling them to perform at their best. Furthermore, the Learning and Development Manager will collaborate with stakeholders to strengthen Smart’s position as an employer of choice among its employees.

Role and Responsibilities
  • Support the Talent and Organizational Development team by executing learning and development initiatives, roadmaps, and strategies.
  • Conduct learning needs analysis to identify and provide the most effective learning solutions for the business and organization.
  • Develop and deliver learning materials, training sessions, and workshops focused on leadership and soft skills within the organization.
  • Evaluate learning and development initiatives and investments by managing budgets and learning programs.
  • Execute and oversee learning and talent development activities and projects aimed at upskilling and reskilling employees for capacity building, including vendor management.
  • Provide timely reports on status updates, budgeting, and learning hours.
  • Manage and analyze data from reports, systems, and platforms under the Talent and Organizational Development team to prepare tracking reports and monitor progress.
  • Support strategic and tactical capacity-building processes, engaging with learners to foster a learning-driven organization.
  • Execute any additional assignments as directed by the Talent and Organizational Development team.
Requirements

Education & Qualification:

  • A bachelor’s degree in Education Human Resources, Business Administration, or a related field.
  • General understanding of HR development concepts.
  • Basic knowledge of program management and data analysis.
  • Proficiency in MS Word, PowerPoint, and Outlook.
  • High proficiency in MS Excel and experience using digital platforms and systems.

Working Experience:

  • 3–5 years of experience in learning and capacity-building activities.
  • 1–2 years of experience as a trainer/facilitator in delivering soft skills and leadership training.
  • Experience in data management, program management, and tracking systems.

Specific Skills:

  • Strong written and verbal communication skills in English and Khmer.
  • Good interpersonal skills, with the ability to build rapport with employees.
  • Strong planning, organizing, and time management skills for programs and projects.
  • Proactive, with the ability to generate creative and professional ideas.
  • Passion for working with data, systems, and stakeholder engagement.
  • Strong command of English communication, both written and spoken.
  • Excellent interpersonal skills and a growth mindset.
