Regulatory & Government Affairs Specialist

Job responsibilities

Responsible for external advocacy and stakeholder management in view of achieving favorable regulatory policy outcomes, in alignment with Smart’s overall corporate goals and vision.

  • Execute consistent external and internal messaging on regulatory issues impacting the Company and its shareholders e.g. licensing, spectrum, infrastructure, sector as well as horizontal laws.
  • Lead external relationships and coordinate various administrative matters with local authorities, security agencies, ministries, regulators, competitors, associations, and other external stakeholders identified. This includes undertaking a rigorous stakeholder engagement strategy and mapping from time to time.
  • Support regulatory issues relating to a broad range of economic and technical regulations, disputes, telecommunications regimes and reform, investigations, compliance audits, competition law matters, and other regulatory issues. This includes assisting the Legal team to resolve disputes in an amicable manner while keeping the Company’s reputation intact.
  • Support development and implementation of strategies to achieve regulatory outcomes for existing operations and new business opportunities, e.g. digital services, towers, M&A, independently and/or with support from Axiata or external consultants.
  • Support implementation of regulatory procedures across the Company, and submission of reports to the government ministries as well as the regulators.
  • Represent the Company before industry bodies, ministries, regulators, and other agencies, both national and international e.g. GSMA, ITU, APT, and World Bank, and work towards achieving regulatory and related business outcomes, as and when required by the HOD and/or CEO.
  • Implement Axiata Group-wide positions/initiatives and participate in any other ad hoc synergy projects.

Job requirements

  • Bachelor's degree or Professional Degree in Business Administration, Economics, Public Policy, Public Affairs, Legal, International Relations, Social Sciences, Engineering, or related fields.
  • At least 2 years of relevant working experience; candidates with telecom-related experiences and good relationships with government stakeholders e.g. MPTC and TRC, as well as international policy groups will have an added advantage.
  • Passionate about public policy, government relations, and stakeholder management.
  • Strong work ethics i.e. proactive, confident, positive, integrity, accountability, and teamwork.
    Good interpersonal / stakeholder management and verbal / written communication skills i.e. English and Khmer.
  • Proficient with Microsoft Office and the Internet.
  • Acceptable administrative knowledge, possess basic telecom knowledge, and comfortable presenting in public.
  • Willing to travel as and when required.
