Procurement Specialist

Job responsibilities

  • Execute and coordinate all contract management activities, legal advice, property management, complaint, and court case in order to meet the Supply Chain Management department's goals and objectives effectively.
  • Lead the weekly meeting to update and follow up with tower service companies including the technical team, legal team, and other stakeholders to sort the pending issues and discuss for the solution to ensure the new site is on air by the timeline and no site is down.
  • Negotiate the rental fee with the landlord for the technical site and Smart shop and collect all required documents before making the agreement.
  • To provide the justification to the management team as LoA to make the decision on the final fee from the landlord and service providers.
  • To draft, negotiate and finalize the agreements and letters with the landlords, service providers, and relevant authorities.
  • Responsible as the contact point to handle all issues with the landlords, suppliers, service providers, customers, and relevant authorities.
  • To scan, file and register all signed agreements, letters, and contract management lists into the database file.
  • To inform internal stakeholders regarding expired/to-be expired contracts.
  • To translate legal agreements and letters and to conduct legal research and legal update.
  • To communicate and maintain relationships with internal and external stakeholders, as appropriate, in a highly professional, diplomatic, and friendly manner.
  • Keep reviewing and revising the policy, process, workflow, and system as necessary for more effectiveness.
  • Identify cost reduction opportunities to achieve the financial.
  • Conduct administrative tasks and other necessary tasks as assigned by the superior.

Job requirements

  • Bachelor's or Master's degree in Legal, Business Administration, or an equivalent field that is relevant to negotiation and communication skills.
  • Additional education in Legal, Contract Management, and other experience in the Telecom area would be an advantage.
  • A minimum of 2 years of procurement or supply chain management experience in Marketing including negotiation skills, development of tender materials and policy, development of evaluation, models, pricing structures, and flexible approaches to successful procurement.
  • Proficient in computer skills (Ms. Office)
  • Proficient in Khmer & English (Reading/Writing/Speaking).
  • Must demonstrate personal attributes such as loyalty and integrity.
  • Able to work independently with minimum supervision with a can-do attitude.
  • Be proactive, initiative, faster learner, result, and accuracy focus.
  • Possess negotiation skills, analytical skills, and report writing.
  • Good communication, negotiation, and management skills.
  • Ability to work with others/function as a part of a team and maintain good working relationships with other departments, customer oriented.
